Not many people know that the District of Columbia was originally laid out in the shape of a square, part of which was on the Virginia side of the Potomac. That part was ceded back to Virginia in the early 1800s and ultimately became Arlington County and part of the City of Alexandria. The part on the Maryland side of the Potomac remained the District of Columbia.
If the residents of the District of Columbia wish to have Congressional representation, I have a simple solution: Give DC *back* to the State of Maryland and let Washington, DC become Washington, MD. There is no reason why the Federal government needs *land* of its own for the capital — all it really needs is control over its own buildings (and the land they sit on) and a few small areas like the National Mall. The bulk of the city of Washington is just a city like any other — it for damn sure doesn’t merit being a state of its own.
And let’s not forget the insult here to the State of Pennsylvania, in whose honor that avenue is named. I’ll be interested to see if any Pennsylvanian politicians call this guy out for being a jerk.
