WRAL has the latest update on this most flimsy of “criminal acts”:
Students leaders at North Carolina State University on Wednesday called for a university policy on hate crimes.
The Racism and Hatred Incident Act, which was unanimously approved by the school’s student government, came less than a week after a small noose made of toilet paper was found hanging in a campus building. … The perpetrator could face criminal charges in addition to university discipline.
Student leaders denounced the act of fashioning the noose and leaving it in the restroom as racist and said university administrators should send a stronger message condemning such acts.
In addition to calling for a hate crimes policy at N.C. State, the resolution called for administrators to find better ways to discourage racism on campus and to respond to such incidents. It also called for an independent investigation of the noose incident and criminal prosecution of the perpetrator.
I still don’t know what criminal charge could be leveled against someone who made a TP noose, and I’m not the only one who thinks they should have just flushed the thing and not acted as if it was a big deal. As far as we know, this could be a “hate hoax” by someone with the very goal being to prompt campus Chicken Littles into squawking for a hate-crimes policy at N.C. State.
For a place supposedly with some of the highest minds in the state, they sure are acting awfully silly.

[...] Stuff like this is the other reason I oppose “hate crime” laws: politically subjective enforcement. The main reason, of course, is that either the crime is already a crime (e.g., a stabbing) or it is an Orwellian speech code (e.g., the folks at NC State who want to prosecute someone for making a noose out of toilet paper).
